Picton Wastewater Treatment Works - Stage 2 Upgrade

As part of a major works package within Sydney Water’s Network Facilities Renewal Program, Abergeldie, in collaboration with its joint venture partner, delivered a comprehensive overhaul of the Picton Wastewater Treatment Plant. The scope of work encompassed detailed design, civil and building construction, as well as mechanical and electrical installation and commissioning.

 The primary objective was to implement major process and civil upgrades, along with capacity amplification, to enhance the overall functionality of the treatment plant. 

Abergeldie initially managed the civil and building aspects, while the joint venture partner handled the mechanical and electrical elements. Late in the project, the joint venture partner withdrew and Abergeldie took over full responsibility for the completion of mechanical and electrical installation, testing and commissioning to complete the project under a revised contract with Abergeldie as head contractor. 

Scope of works

The works included:

  • Civil and building works for access road upgrades, extensions, and improvements to the blower building. 
  • Installation of new inlet ring mains, flowmeters, and drainage for the sludge lagoon. 
  • Supply and installation of GPPS covers, along with OCU works and mechanical installation. 
  • Fabrication and installation of access platforms, stairs, penstocks, weir plates, and stop boards. 
  • Interconnecting valves and pipework for WAS and RAS, including blower pipework and valves from the building to droppers. 
  • Supply and install the RE pump station, and water cannon, and renew the alum dosing system. 
  • Electrical works cover new IDALS 3 and 4, instrumentation, site lighting, and service connections. 

Integrated collaboration and efficient project management under brownfield conditions 

Collaboration with the client was enhanced through a collaborative framework agreement with Sydney Water, incorporating regular reporting and assessment against a comprehensive set of Key Performance Indicators (KPIs). 

Abergeldie managed collaboration with its joint venture partner through a Joint Venture Committee arrangement, led by Abergeldie, fostering an ‘open register’ approach to both risks and opportunities. Project controls, schedule management, and monthly reporting were efficiently conducted using P6 Primavera.

The project involved executing works under brownfield conditions within live, existing infrastructure, closely coordinated with the plants’ operations team.

The project has improved treatment capacity, reliability, environmental sustainability, safety and accessibility and ultimately benefited the well-being of the community.
