The Melbourne Water (MW) Major Capital Delivery Program for design and construction and rehabilitation services commenced in June 2018 to deliver capital works and renewals projects across both water and sewerage assets for 10 years. The Safety Focused Performance Joint Venture (SFPJV), a partnership between a partnership between Abergeldie, Downer, and Stantec, is one of two service providers actively bidding and delivering work packages under the program.
The works under the program include upgrades, refurbishments, renewal and construction of treatment plants, filtration and ozone dosing systems, solids handling and anaerobic digestion, biogas capture treatment and handling, solar energy, and pipelines.
The Framework Agreement is based on collaboration, value for money, and trust, with a strong focus on safety and social procurement as well as expertise in engineering, design, construction, and commissioning.

To promote innovation, the framework contract from Melbourne Water includes projects that are deemed as Innovation Phase projects. These require forward-thinking, technical solutions and functional designs from both service providers and Melbourne Water will then pick one of these which will then be implemented.
Under the Major Capital Delivery Program, the SFPJV also provides technical expertise and innovative alternative solutions at the tender stage, benefiting the works in terms of safety, cost, schedule, functionality, or maintenance.
The projects delivered by the SFPJV are generally brownfield in nature and occur at continuously operating treatment plants or reticulation assets. High levels of collaboration with stakeholders and communities are required to carefully plan cut-over methodologies, minimise disruption, and maxmise integration across assets, teams, and systems.
